Planning & Investment Manager

Position Description:

ACT works to achieve its Thrive 2025 goals through three strategic imperatives: Service Delivery Enhancement, Planning & Investment, and Policy. The Planning & Investment Manager is responsible for developing, testing, managing and evaluating initiatives that contribute to and drive planning and investment opportunities that improve the physical landscape of Austin in the interest of Austin residents; including, but not limited to, research, organizing and project management, as well as stakeholder engagement, compliance, and reporting. This position reports to the Director of Strategic Initiatives.

Responsibilities:

  • Compose communications to various stakeholder groups, Respond to inquiries from AQLP leadership and other stakeholders

Strategy and Development

  • Work with the ACT Quality-of-Life Plan (QLP) team to develop and assess the Austin landscape in the context of the seven (7) issue areas within the Plan
  • Work with the ACT Hub team to coordinate and collaborate on events, workshops, and engagements operating out of the Austin Community Hub
  • Work with the Director of Strategic Initiatives to refine the policies, procedures and infrastructure that guide the Planning & Investment team
  • Work with the Lead Organizer and Project Coordinator to insure best practices are implemented
  • Work with ACT leadership to identify and develop internal trainings for ACT staff relevant to QLP operations
  • Work with marketing and communications team members to develop QLP marketing materials for stakeholder engagement
  • Build consensus around a common vision of what success looks like for ACT’s planning and investment imperative and track progress toward this vision
  • Drive adoption of ACT’s evaluation framework with staff as it pertains to the planning and investment imperative

Austin Quality-of-Life Plan Operations

  • Provide oversight and support during all activities, workshops, and events related to QLP activities
  • Work with the ACT Office Administrator and QLP team to ensure calendar is up-to-date and conflict free
  • Work with the Engagement team, ACT marketing staff, and community liaisons to increase community involvement in the Austin QLP efforts
  • Support the QLP team to expand its community connections and engage various stakeholders in the Austin QLP efforts
  • Work with the Director of Strategic Initiatives to enhance and expand the Austin QLP Implementation Infrastructure
  • Train the QLP team on the use and maintenance of all systems and platforms that advance our efforts

Relationship Management

  • Maintain relationships with management and program staff across our Austin community network and broker new relationships on a local, state and national scale
  • Assess the interest and potential for ACT member organizations to contribute to planning and investment imperative projects and identify opportunities for member partnerships and collaborations within the QLP
  • Draft commitment letters, contracts and/or MOUs with individuals and partners contributing to events and programs defined by the QLP
  • Create and distribute regular and periodic communications to relevant member organizations and collaboratives that commit to support implementation of the Austin Quality-of-Life Plan

Evaluation and Reporting

  • Receive monthly reports from QLP team and make data-informed decisions related to program changes and improvements
  • Submit evaluation reports that capture Austin Quality-of-Life Plan activities on a quarterly basis to the Director of Strategic Initiatives

Supervision

  • Provide supervision to the QLP team through one-on-one and team meetings and regular communications
  • Submit quarterly performance evaluations for each QLP team member
  • Attend monthly (or as needed) supervision sessions with ACT’s Director of Strategic Initiatives

Qualifications:

  • Bachelor’s Degree in Business, Urban Planning, or a related field and 3-5 years of experience required
  • Master’s Degree and 2-3 years of experience preferred
  • Demonstrated ability and commitment to work collaboratively with multiple stakeholders around an issue including CBOs, government agencies, business owners and community residents
  • Experience working in Westside neighborhoods of Chicago; Austin neighborhood preferred
  • Demonstrated ability to work independently with limited supervision
  • Experience working in or managing a partner network and diverse community development initiatives
  • Strong communication skills, interpersonal skills, time management and attention to detail
  • Extensive research capabilities and experience with data and database management
  • Advanced skills in Microsoft Word, PowerPoint and Excel; MS Project and Visio a plus

This is a full-time permanent position. The Planning & Investment Manager is expected to work evenings and weekends as necessary. Salary is commensurate with experience and ranges between $48,000-$52,000 plus benefits.
